Dr. Al-Gahtani got his B.Sc. and Master degree in Civil Engineering from King Saud University. He received his PhD degree from State University of New York at Buffalo in Construction Engineering and Management. He served at several administrative workplaces such as: consulting in developing and managing Riyadh Techno Valley (RTV), and working in Saudi Telecom Company for participating in managing TEP6 project (1.5 million Telephone lines by AT&T Company) in 1995. He also participated in coordinating the Collaborative Masters Program in Engineering Management between KSU and Missouri University for Science and Technology.

He is an Associate professor for Civil Engineering in KSU, and Adjunct Assistant Professor in Missouri University for S&T. He is also an affiliate of different organizations. As a result of his publications impact, he received an award from King Saud University named “Distinguished Research and Publication Quality” in 2009. He is author of reference book in the field of Construction Law and he translated a reference book in this field from English to Arabic. In addition, he has publications in number of international journals.

  • Administrative Experience:

    • Secretary-General of King Saud University Endowments (KSUE), November 2015 – Current. During this period the following main tasks were achieved:

      • Managing the KSUE Towers project, whose assets are estimated with more than 3 billion Saudi riyals, the work's progress increased from 65% to more than 93%, and the operation of three office buildings and one hospital.
      • Advancing the governance of endowments, developing their regulations, and their financial and administrative organization, including the establishment of their commercial companies.
      • Participating and coordinating effectively for meetings between Saudi universities' endowments. The most achievement of these meetings are:
        • Contributing to the amendment of the Saudi Universities Regulation that the Saudi Cabinet approved in November 2019 with coordination with the General Authority of Endowments.
        • Developing a draft of Unified Regulation for Saudi University Endowments.
      • Initiating and establishing the King Saud University Endowment Fund.
      • Establishing the management of the facilities and operation of King Saud University Endowment Towers.
      • Managing the pre-opening operation of King Saud University Hilton.
    • Supervisor of King Saud University Collages, Almuzahimiyah Branch, for Projects and Operating & Maintenance affairs, August 2013-November 2015.
    • Chairman of Civil Engineering Department in King Saud University, Nov. 2012 – Nov. 2013

    • Vice CEO of “Riyadh Techno Valley, RTV” project 2006-2011. I managed and participated in establishing the RTV Project. The project is a Science Park that is located on KSU Campus and its area is around 1.7 square meters. During this time, I participate in:
      • developing the Master plane of the project – Jorang office in Singapore.
      • developing the Feasibility Study of the Project, Stanford Research Institute, USA, Washington D.C.
      • managing the construction of RTV main Building.
      • developing the Sustainability Standards of RTV tenants.
